Das rief damals massiven Bürgerprotest hervor. Mit einer Unterschriften- Sammlung forderten mehr als Aber der Berliner Senat war uneinsichtig, einen solchen Beitrag zum Umweltschutz zu leisten.

Was die Zahl der Unterschriften anging, war dann auch das amtliche Bürgerbegehren erfolgreich. Die Politik wurde damit gezwungen, sich mit dem Bürger- Antrag auseinanderzusetzen.

Im November fiel die Berliner Mauer und damit bekamen die S-Bahnstrecken ins Brandenburger Umland endlich wieder die ihnen ursprünglich zugedachte Bedeutung. Jedenfalls soll es im nächsten Jahrhundert so weit sein.

Beirat will für mehr Sicherheit sorgen Jugend-Stadtrat fordert mehr Freizeitmöglichkeiten. Für mehr Sicherheit und bessere Lebensbedingungen im Bezirk will sich der Steglitzer Präventionsbeirat einsetzen.

Neben den Stadträten gehören unter anderem auch die Jugendamtsleiterin, Vertreter der Polizei und der Kirchen dem neu gegründeten Präventionsbeirat an.

Als Beispiel nannte Härtel den Nachbarschaftsverein Lankwitz. Der Beirat hofft auf Unterstützung aus der Bevölkerung: Nur mit Hilfe von Sozialarbeitern die richtige gesellschaftliche Mischung in sogenannten Problemkiezen wieder herstellen zu wollen, sei der falsche Ansatz, sagte Sieverts.

In der Stadtentwicklung müsse die Bekämpfung der Arbeitslosigkeit an erster Stelle stehen, sagte er. Quartiersmanagement sei nur ein erster Schritt, gedacht, um die Bürger mehr an den Planungsprozessen zu beteiligen. Auch die Politik müsse sich nach dem Markt richten. Dann hätte Berlin endgültig amerikanische Verhältnisse: Berlin habe seine Innenstadt nicht vernachlässigt, sondern sogar ausgebaut, verteidigte Hans Stimmann, Staatssekretär für Stadtentwicklung, die Politik des Senats.

Die anderen Podiumsmitglieder teilten diese Ansicht nicht. Die schönsten Pläne würden nichts nützen, wenn sie nicht umgesetzt würden, kritisierten sie und mahnten unter anderem neue Verkehrskonzepte an, damit die Stadt nicht im Autoverkehr erstickt.

Er werde sich jetzt darum kümmern, versprach er, und kündigte zusätzliche Bundesmittel an. Grün ist die dominierende Farbe, die jedem auffällt, der durch die sogenannte Thermometer-Siedlung in Lichterfelde-Süd spaziert. Doch die Wohnungen waren gefragt. Warm, trocken, gut geschnitten und trotzdem preiswert. Unannehmlichkeiten nahm man zunächst in Kauf: Die Baracken sind bis in die 80er Jahre schrittweise abgerissen und durch die romantisch wirkende Woltmannsiedlung ersetzt worden.

Trotz aller Startprobleme hat die Thermometersiedlung die Weichen dieser Gegend auf "Fortschritt" gestellt. Die Mieter und die Kirchengemeinde machten hier von Anfang an für Verbesserungen mobil. Dann ist es mit der ruhigen Wohnlage vorbei. Ein weiterhin bestehendes Problem der Siedlung ist ihre Sozialstruktur.

Einen Quartiers-Manager wird es für die Thermometersiedlung nicht geben. Unter anderem, weil Kopp die lokalen Bürgerinitiativen für erfahren genug hält. Die Gebäude erhalten Wärmedämmung und neue Fassaden. Bald sollen die Bewohner der Thermometersiedlung neue Nachbarn bekommen. Auf dem Gelände um die ehemalige US-Geisterstadt werden künftig etwa 7.

Auch Gewerbe- und Freizeiteinrichtungen sind vorgesehen. Von der Idee des autofreien Wohnens hat sich die Bezirksverordnetenversammlung verabschiedet. Die Projektentwicklungsgesellschaft Haberent verspricht jedoch einen "sensiblen Umgang mit dem Vorhandenen". Gemeint ist damit zweierlei: Eigentumswohnungen vermarkten andere Eigentümer wie Bendzko- Immobilien.

Ein Wohnberechtigungsschein ist nicht erforderlich. Leerstehende Wohnungen gibt es hier kaum. Freifinanzierte Eigentumswohnungen und -häuser im mittleren bis oberen Preissegment sind vorgesehen. Entgegen der ursprünglichen Zeitplanung, die von einem Baubeginn im Jahr ausging, wird das Projekt noch etwas auf sich warten lassen.

Das Projekt hat für das Bezirksamt Steglitz keine besondere Priorität. W enn in den 70ern jemand fragte: Aufgrund der Wirtschafts- und Wohnungssituation der 60er Jahre war ein doch spürbarer Drang junger innerstädtischer Familien vorhanden: Raus aus der teuren Mitte damals noch die sogenannte Westmitte , rein in die bezahlbaren Betonsilos der Stadtränder.
